FOIA Request to Kentucky Community and Technical College System Regarding Financial Aid Fraud on May 7, 2025.

As part of our ongoing efforts to provide comprehensive and accurate news coverage on local governmental affairs, SW Bluegrass News has submitted a Freedom of Information Act (FOIA) request to the Kentucky Community and Technical College System. The request seeks detailed records concerning financial aid fraud within the institution, as outlined under the Kentucky Open Records Act § 61.872 et seq.

The request specifically asks for data related to incidents of financial aid fraud, including:

– College Name
– Applicant Name
– Fraud Amount
– Fraud Incident Date

This inquiry was prompted by reports from California community colleges facing escalating financial aid fraud issues, where bots have been reported to comprise 25% of applicants. Scammers, often referred to as “Pell runners,” exploit artificial intelligence to secure grants and then disappear, resulting in significant financial losses for educational institutions—over $5 million since 2021. Despite enhanced detection efforts, these fraudulent activities continue to challenge cybersecurity measures and overwhelm online classes.

As members of the media committed to holding public institutions accountable and ensuring transparency, we believe access to these public records is essential. We have requested a fee waiver due to our role in disseminating information for public benefit.

Our organization is also affiliated with The Coalition Opposing Governmental Secrecy, a non-profit corporation dedicated to investigating state and federal governmental agencies using Freedom of Information and Sunshine Laws. This affiliation underscores our commitment to pulling back the curtain on government actions and helping inform the American electorate.
